2010 Trends to Consider

Speakers from the Center for State and Local Government Excellence will discuss recent survey results that reveal how government employers are handling budget cuts. The survey results were released January 25 and discuss many changes employers have made, including to health and retirement benefits. For instance: Half of the survey participants report that their governments have made changes to their health care plans by increasing the employee contributions and adding the number of years required to vest in retirement plans.

About the Speakers:

Elizabeth K. Kellar, President/CEO
Elizabeth Kellar is the President and Chief Executive Officer of the Center for State and Local Government Excellence and also serves as Deputy Executive Director for ICMA. She leads ICMA’s public policy team and speaks on ethics at state, national, and international meetings. She has served as ICMA’s ethics advisor, launched a monthly ethics column, and developed ethics training programs. Ms. Kellar is a Fellow in the National Academy of Public Administration and has served as chair for NAPA’s Standing Panel on the Federal System. She serves on the Advisory Council, American University School of Public Affairs, and is on the Editorial Board, Public Administration Review. Her publications include, Managing with Less, Ethical Insight, Ethical Action, and Ethos. Ms. Kellar served two terms on the Montgomery County Maryland Ethics Commission and was the chair of the Commission for three years. Prior to joining ICMA, she was responsible for community relations for the City of Sunnyvale, California. She has a master's degree in journalism and political science from Ohio State University.

Joshua M. Franzel, Ph.D., Vice President of Research
Joshua Franzel is the Vice President of Research for the Center for State and Local Government Excellence. He has worked for both the Delaware and Florida Legislatures as well as for and with several local governments. More recently, Dr. Franzel was a Presidential Management Fellow with the International Trade Administration (U.S. Department of Commerce) and the Office of Management and Budget where he was involved in the Federal Enterprise Architecture program working with U.S. foreign affairs, defense, and science-related departments. His past publications and research have focused on local government innovation, e-government, public finance, demographics, and employee benefits and compensation. He holds a Ph.D. in Public Administration/Policy from American University, a MPA from Florida State University, and a B.A. from the University of Delaware.
