The Association supports affirmative action and its goals of providing equal opportunity for all employees and opposes abolishment or significant modification of existing affirmative action programs except after public review. Affirmative action is one method making employment opportunities available to all individuals and has contributed to significant improvement in equal employment opportunities in the public service. The effectiveness of affirmative action programs should be evaluated through periodic reviews and should not be abolished or significantly modified without public review.
Affirmative Action Resolution
WHEREAS: The International Personnel Management Association-U.S. maintains a policy of equal opportunity regardless of race, color, religion, sex, national origin, disability, and any other matters unrelated to job performance; and
WHEREAS: The continuing development of a national workforce reflective of the entire nation is a compelling government interest; and
WHEREAS: Affirmative action is an effort to develop a systematic approach to open the doors of employment to all qualified individuals who are members of our nation; and
WHEREAS: Affirmative action, when done properly, remains a useful tool for widening equal employment opportunities in the public service; and
WHEREAS: The federal government beginning in the 1960s fashioned legislation, policies and programs and has just completed a comprehensive review of federal affirmative action programs; and
WHEREAS: Clearly based upon the preponderance of evidence this is not the time to abandon affirmative action, a useful and efficient support to the concept of equal employment; now, therefore, be it
RESOLVED: That the International Personnel Management Association - U.S. continues to support the principle of affirmative action including its purpose and objective to improve employment opportunities for all, eliminating barriers that have excluded qualified individuals based on discrimination and opposes abolishment or significant modification of existing affirmative action programs except after appropriate review.
