Unfunded Mandates - State and Local Government

Adopted 2001

This resolution was passed in an effort to address the increasing financial obligations assumed by state and local governments as a result of federal laws and regulations. The Unfunded Mandate Reform Act of 1995 has been ineffective in either increasing funding to state and local governments or reducing the financial burden placed on them as a result of federal action. Further legislation is needed to require Congress to consider the financial burden placed on state and local governments.

Unfunded Mandates - State and Local Government Resolution
WHEREAS: The federal government continues to impose unfunded mandates on state and local governments; and

WHEREAS: The 1995 Unfunded Mandate Reform Act has been ineffective in increasing funding to state and local governments for expenses imposed by legislation and regulation;

WHEREAS: Increasing emphasis on local solutions to national problems strains the budgets of state and local governments; and

WHEREAS: State and local governments will be able to better serve their citizens with appropriate funding; be it

RESOLVED: That the International Personnel Management Association urges Congress to fully consider the financial impact of proposed laws on state and local government budgets; and be it further

RESOLVED: That the International Personnel Management Association urges Congress as a prerequisite to any new and/or modified mandates, to reimburse state and local governments for the direct and indirect cost to comply with new and/or modified federal laws, regulations, policies, procedures and/or programs.
