The City of Stockton is hiring an Assistant Director of Human Resources. The incumbent will assist the Director of Human Resources in all activities related to the broad function of human resources, including providing day-to-day direction for Workforce Planning and Labor/Employee Relations.

The incumbent will need to be a seasoned human resources professional who is committed to public service and thrives in a fast-paced environment, strong interpersonal and cooperative relationship skills, as well as excellent oral and written communication. The Workforce Planning Division assists City departments with refining their organizational structures to maximize efficiency and provide equal employment opportunities, by employing, retaining and developing a skilled, diverse and efficient workforce for the City through effective recruitment, classification, compensation, and training and development programs. The Employee/Labor Relations Division develops strategy, negotiates, implements and administers policies procedures and labor agreements that support and promote workplace diversity, fairness, and equality for City employees. In addition to labor negotiations, this position monitors compliance with labor contracts, provides advice and counsel to City management on employee relations issues, handles grievances, investigations and equal opportunity compliance, coordinates performance management and the progressive discipline process. 

The incumbent will work a City of Stockton 9/80 schedule: 7:30am - 5:30pm Monday through Thursday; 8:00am - 5:00pm Fridays, with every other Friday off.

Job Requirements


 Education/Experience: Possession of a Bachelor’s degree from an accredited four year college or university with major coursework in business or public administration, industrial relations, human resource management or a closely related field; AND six (6) years of increasingly responsible professional experience in human resources, employment law or policy interpretation with a minimum of three (3) years of management or supervisory experience in a generalist capacity in multiple areas of the human resources function. Experience in a public agency setting is desirable. The following specific advanced degrees may substitute on a year-for-year basis up to a maximum of three years for the required work experience: MS in Human Resources Management, MS in Industrial/Organizational Psychology, J.D., MPA in Public Administration or MBA in Business Administration.
