  • The Training and Development Chief is responsible for assessing countywide development needs to identify gaps and training initiatives for employees.  Training curriculum and programs should align with the overall County strategic plan and provide solutions to develop and strengthen the workforce.  This position actively searches, designs and implements effective methods to educate, enhance performance and guide employees towards a successful career.  
  • Oversee training programs for in-service training and computer training for all employees. Oversees Employee Mentorship Program. Maintains partnership with Leadership Baltimore County and University of Baltimore Certified Public Manager programs. 
  • Works in partnership with the Office of Human Resources Director and Executive Office to implement programs aligned with the County’s strategic plan.
  • Administers countywide Foreign Language Access Program. 
  • Oversees countywide Workday training program.   Serves as Workday functional lead and administrator for the County’s tuition reimbursement programs. Advises and administers County’s Performance Management program. 
  • Manages vendor contracts for training services. Responsible for training budget and allocating funds to each program. 
  • Develops communication strategies regarding Baltimore County’s training initiatives. Benchmark with state and local jurisdictions on best practices. 
  • Partners with the Director of Educational Partnership on opportunities for employees. 
  • Responsible for managing, developing and counseling training staff and vendors. 
  • Partners with Office of Human Resources Chiefs on policies and procedures for all employees. 
  • Performs other duties as assigned.

Job Requirements

Graduation from an accredited college or university with a bachelor's degree, preferably in human resources administration, business or public administration, education, or psychology
at least six years' professional experience in human resources administration.

(Experience in human resources administration may be substituted on a year-for-year basis up to a maximum of four years for the required education. Education beyond a bachelor's degree in human resources administration, business or public administration, education, psychology, or law may be substituted on a year-for-year basis up to a maximum of two years for the required experience.)

Preferred Qualifications
Certification in Human Resources Management such as SHRM, IPMA or CPLP.
Supervisory experience.
