The Human Resources Director serves as a team leader for the Human Resources Department as well as serving as a working manager with direct involvement in all aspects of the City’s human resources activities. The Director develops and leads the Human Resources Team to serve as internal consultants for City Departments addressing complex human resources issues as a strategic business partner. The Director will be expected to exercise independent judgment in planning work details, making assignments to employees, and providing guidance to City departments on human resource-related matters. The Director provides leadership in consultation with the City Manager’s Office for organizational initiatives, including the Key Performance Indicators (KPIs) program, Equity, Diversity, and Inclusion (EDI) strategies, and the Strategic Plan that develops organizational capacity as well as employee capacity.

The Human Resources Director reports directly to the Deputy City Manager and serves as an essential member of the City’s Management Team. The Director currently has four (4) direct reports, including the HR Analyst, Learning & Development Specialist, HR Technician, and HR Manager. The previous Director served more than ten years in the position.

Job Requirements

Experience and Education

Minimum requirements include graduation from an accredited four-year college or university with major course work in personnel administration, public administration, or related field; a minimum of seven (7) years of progressively responsible job experience in a human resources Department with administrative, public service, technical or managerial job duties, with three to five (3-5) years of supervision or any equivalent combination of education, training, and experience. Government experience is required.

Preferred qualifications include IPMA-HR Senior Certified Professional (IPMA-SCP), SPHR, and SHRM Senior Certified Professional (SHRM-SCP) certification, master’s degree, and demonstrated experience with implementing a high-performance organizational culture and effective organizational development. Experience implementing Equity, Diversity, and Inclusion (EDI) efforts within an organization.
