The Director of Administrative Services performs executive-level, complex professional and administrative work to oversee and direct the management and operation of activities and programs in the Administrative Services Department, performs responsible and innovative administrative management in support of the City's goals and objectives, and is a participating member of the City's executive management team. In addition, the Director directs, oversees, coordinates, and supports the efforts of all City Departments ensuring that City Council policy and direction is carried out.

Job Requirements

1. Direct the establishment, management, and implementation of departmental operational goals and objectives, strategies, and priorities.
2. Coordinate administrative activities of designated City divisions.
3. Regard exceptional public service as a fundamental way of operating.
4. Create effective and service-oriented teams.
5. Provide policy guidance to division managers and assure that divisions are operating in a strategic and coordinated manner to achieve City policy goals and objectives.
6. Look for means and methods to innovate and improve programs and services and support calculated risk taking, professional growth and re-engineering and continuous improvement processes.
7. Provide departmental leadership in preparing for the City's operating and capital budgets.
8. Recommend, develop, and issue administrative policies, rules, and procedures that will help improve City efficiency.
9. Provide strategic direction for the City's efforts to ensure the future welfare of the City.
10. Provide leadership, coaching, mentoring, and action-oriented supervision to assigned employees within the Administrative Services Department.
11. Serve as project manager for City involvement in complex and multifaceted projects.
12. Demonstrate open and direct communication with peers and subordinates.
13. Provide leadership in directing new programs and initiatives to achieve desired outcomes.
14. Carefully evaluate options and alternatives in programs, policies, and service delivery challenges, and make careful and thoughtful recommendations to the Chief Administrative Officer.
15. Evaluate staffing changes for fiscal and programmatic effectiveness; anticipate future resource needs, and provide the necessary leadership and management support to develop alternative policy options.
16. Evaluate the performance of assigned division heads and staff.
17. Manage employee performance and provide training, coaching, and mentoring for employees.
18. Provide clear, sufficient, and timely direction and information to the employees about plans, expectations, tasks, and activities.
19. Demonstrate highly-effective leadership by promoting and supporting the mission and vision of the organization, recognizing and defining issues, and taking initiative towards improvements.
20. Recommend the hire, transfer, assignment, promotion, employee grievance resolution, discipline, suspension, or discharge of assigned personnel.
21. Provide for ongoing training of employees in emerging methods, trends, technologies, and proper and safe work methods and procedures.
22. Establish and maintain positive working relationship with the employees by maintaining two-way communications, producing consistent results, advocating for the team when appropriate, and offering their expertise to improve processes, systems, and the organization.
