The purpose of this position is to provide leadership and direction for the operation of the City’s Human Resources Department. This is accomplished by developing and monitoring personnel policies, compensation and performance programs, coordinating the employment process, providing training, development, counseling, and guidance services, and serving as administrator for benefits, risk management, and budget programs. Additional duties include interfacing with City employees and citizens. This position reports directly to the City Manager and provides direction for other employees.  This is an exempt position.

Position requires extensive experience in developing and writing personnel policies; developing and maintaining compensation and performance programs; formulating and writing job descriptions through the job evaluation process; assisting City departments with recruitment, interviewing, and selection process; providing training, counseling and guidance services; promoting open communication; fostering positive employee relations; and supporting employee growth through education and training.  Position serves as administrator for benefits and risk management programs by planning, implementing and communicating information regarding benefit/insurance programs to ensure adequate coverage. Position administers all liability, property damage, and workers’ compensation claims, processes annual re-rate for insurance, and serves as key contact for all insurance matters. Position serves as key contact for all lawsuits that involve employees of the City and obtains legal representation through proper channels. Position prepares and administers Human Resources Department budget and City insurance budget by planning, directing, and coordinating cost containment data, estimates, schedules, and reports.  Position facilitates employee recognition, social, and holiday functions, such as service award luncheon, Christmas party, and annual picnic.

Job Requirements

Position requires a Bachelor’s degree or equivalent and five years of relevant management experience with three years of supervisory and leadership service within a municipal setting. A professional certification, such as PHR, SPHR, SHRM-CP, SHRM SCP, IPMA-CP, or IPMA-SCP is preferred, or certification must be obtained within one year of hire.
