General Definition of Work

Participates with Town Manager in the implementation of Town policies, procedures, plans and ordinances, to include providing overall support in the management of daily administrative Town functions. Position is responsible to plan, organize, direct and review the activities and operations of the Human Resources department. Provides leadership to the departments and Town organization; coordinates assigned activities with other Town departments and outside agencies. Acts as liaison between employees and management regarding employment and personnel issues. Oversees the work of human resources staff members. Work is performed under the direction of the Town Manager.



Essential Functions

The following functions are intended only as illustrations of the various types of work performed.  The omission of specific duties does not exclude them from the position if the work is similar, related or a logical assignment to the position.

Develops, implements, and administers human resources strategies and programs related to recruitment and selection, employee benefits, job evaluation, compensation, personnel policies, employee relations, workforce planning, performance management, EEO-4 reporting, HIPAA compliance, training, 504 ADA compliance, Title VI Designee and Civil Rights committee coordinator, organizational design and development, and workers’ compensation.

Develops and maintains annual training program opportunities for Department Heads and other Town employees, including but not limited to leadership, management best practices, professional certifications, and Title VI/Civil Rights.

Maintains educational opportunities program for all employees according to adopted policies.

Responsible for making recommendations to the Town Manager regarding current issues, policies and procedures.

Develops, recommends, and implements personnel policies and procedures; prepares and maintains employee handbook, assists the Town of Bluffton’s police department regarding policies and procedures, coordinates efforts of Civil Rights committee with Civil Rights Policy and Procedures.

Develops and implements Human Resources Department goals, to include providing leadership, counsel and support to personnel in achievement of department and personal objectives, managing the Department’s daily activities, providing direct supervision of an administrative assistant and managing departmental Human Resources budget.

Represents Town Manager in meetings with Mayor and Town Council and addressing difficult or sensitive issues related to internal Town matters, drafting Town Manager correspondence, and attending committee meetings.

Directors benefits administration to include claims resolution and change reporting. Benefit programs include: 401(k) and 457(k) plans, State Retirement plan, medical/dental/vision, short-term and long-term disability, workers’ compensation, flexible spending (Section 125), COBRA, FMLA, ADA, etc.

Provides leadership and coaching to Human Resources team. 

Develops and implements long and short-term strategic plans in support of department and Town-wide goals and objectives.

Coordinates grievance committee nominations, hearings and activities, including Title VI/Civil Rights complaints.

Performs public relations duties as assigned.

Maintains compliance with federal and state regulations concerning employment.

Monitors unemployment, disability and workers’ compensation claims, acts as liaison with insurance company; represents organization at administrative hearings.

Performs emergency or disaster-related duties as assigned.

Performs other duties as apparent or assigned.

Knowledge, Skills and Abilities

Knowledge of principles and practices of leadership, motivation, team building and conflict resolution. Ability to evaluate the work needs of the Town and make recommendations concerning organizational structure and personnel needs. High level of analytical ability where problems and employment laws are complex; meets schedule and quality requirements; supervisory skills; oral and written communication skills; knowledge of employment law and the human resource function; employee relations/counseling skills. Ability to develop long-term plans and programs and to evaluate work accomplishments; ability to apply and adapt practices and techniques to the special requests of senior management; ability to establish and maintain effective relationships with other management staff, employees, and the general public.  Ability to make presentations to employees, Council and the public

Job Requirements

Education and Experience

Master’s degree or equivalent combination of education and 8 or more years of experience in human resources administration.  Five years or more of experience in local government human resources leadership is preferred.  IPMA-HR, HRCI and/or SHRM certification required. 


Physical Requirements

This work requires the regular exertion of up to 10 pounds of force and frequent exertion of up to 25 pounds of force; work regularly requires sitting, speaking or hearing, using hands to finger, handle or feel and repetitive motions and occasionally requires standing, walking, stooping, kneeling, crouching or crawling, reaching with hands and arms, pushing or pulling and lifting; work has no special vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, using of measuring devices and observing general surroundings and activities; work has no exposure to environmental conditions; work is generally in a moderately noisy location (e.g. business office with copy machines, telephones and/or computer printers, light traffic).


Special Requirements

IPMA-HR, HRCI or SHRM certification. 

Possession of an appropriate driver's license valid in the State of South Carolina.
