This position is located in the Metropolitan Police Department (MPD), Professional Development Bureau (PDB), Testing and Assessment Branch (TAB). The TAB develops and administers internal selection processes for sworn members including oversight of written multiple-choice tests; conducting job analysis to ensure selection processes are content valid; and overseeing the written testing processes for entry-level police officer and Reserve Corps officers.
The incumbent will be responsible for the following:
- Establish the TAB mission, goals and objectives consistent with the Department and PDB mission, current fiscal year goals and objectives and the current performance plan of the Chief of Police.
- Develop and ensure the proper implementation of law enforcement employee testing and assessment policies, guidelines, plans and standard operating procedures.
- Develop immediate and long-range research plans in order to conduct employee testing and assessment policy analyses, evaluate existing initiatives and validate or make recommendations concerning proposed initiatives.
- Establish and continuously evaluate the effectiveness of TAB policies, standard operating procedures, work standards and management and administrative practices.
- Direct the development, implementation and evaluation of law enforcement employee testing and assessment projects and research (e.g., content and criterion-related validity research).
- Direct the preparation of guidelines and training materials, and delivery of training, for the implementation of TAB initiatives.
- Direct the compilation and maintenance of the statistical data required to document the outputs and outcomes of TAB initiatives.
- Coordinate TAB activities with the appropriate internal and external personnel, units, agencies and professional organizations.
- Establish, implement, monitor and correct/redirect as appropriate, employee testing and assessment security procedures.
- Manage the TAB budget to request the appropriate fiscal support in a timely manner, document expenditures and otherwise meet budget requirements.
- Analyze testing and assessment proposals submitted by the staff and others for technical (validity and reliability) and administrative (financing, timing and staffing) feasibility and responsiveness to department requirements.
- Conduct human resources management activities including, but not limited to, selection, work assignment, standard setting, staff development, investigations of personnel complaints and special incidents, discipline, recognition, reassignment, grievance adjudication, labor contract administration and performance reviews.
- Manage internal and external requests for data and information regarding TAB activities, ensuring compliance with the Freedom of Information Act (FOIA) and other controlling regulations and guidelines.
- Present testimony in administrative and other types of hearings concerning TAB initiatives.
- Provide written and oral advice to the executive staff concerning law enforcement testing and assessment policies and initiatives.
- Present summaries of TAB activities and results of TAB research to appropriate department members and at professional seminars and conferences
- Keep informed of current employee testing and evaluation theories, principles and practices, updating benchmarking reviews and studies as appropriate.
- Perform other related duties as assigned.
Licensures, Certifications and Other Requirements
Graduation from an accredited college or university with a Bachelor’s degree or higher is required
Applicants must have at least one (1) year of specialized experience equivalent to the MS-14 grade level, or its non-District equivalent, gained from the public or private sector. Specialized experience for this position includes experience in employment test development; coordinating and administering employment test activities; researching regulations, policies and standard procedures related to testing procedures; experience administering a law enforcement employment testing program; and supervisory experience.
Work location is in an office environment. Work is sedentary and may require walking and standing in conjunction with travel and attendance at meeting and conferences away from the work site and carrying light items, such as laptops, papers, books, small parts, and driving an automobile.
Other Significant Factors
- Mastery knowledge of the principles, techniques and practices of employment test development and assessment.
- Ability to coordinate the operations and activities of a public sector employment test development unit and to oversee and administer large employment tests.
- Ability to research and analyze occupational job duties and educational and work experience in order to develop a core matrix of pertinent employment test development questions and their attendant answers.
- Ability to develop written, oral, performance and other types of employment tests and examinations.
- Skill to exercise good judgment, flexibility, creativity and sensitivity in response to changing situations and needs.
- Ability to communicate clearly, concisely and in a well-organized and an effective manner, both orally and in writing.

This position operates within the confines of a 24/7 operation. Incumbent of this position is required to provide after-hours on call technical support including weekends and holidays. Incumbent may also be subjected to rotating shifts, weekend work and changes in days off.
A background investigation, to include a criminal, traffic and credit check are required for positions with the Metropolitan Police Department.
The incumbent is required to possess and maintain a valid motor vehicle operator’s permit.
This position is “At Will”. At will employment applies to the Management Supervisory Service (MSS). All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause. This position is not in a collective bargaining unit.
