Salary Range:  $82,467 – $108,522 annually.

Starting salary is $82,467 – $100,334 (depending upon qualifications). 

Full-time, exempt position plus full benefits package.

The Employee & Labor Relations Program Manager is an integral member of a talented, dedicated full-service HR department. This position provides leadership over a program that prioritizes collaborative solutions for all parties. The ultimate goal is cultivating an inclusive culture and equitable outcomes for employees to provide exceptional services to our community.

We are looking for an HR Expert to champion a work culture where all voices, especially underrepresented employees, are heard and supported. Expertise and past success in labor and employee relations will be essential to assisting, guiding, and supporting the organization and its stakeholders. This position requires you to lead with expert knowledge, and balance a strategic eye with empathy as a policy and contract manager, negotiator, consultant and trusted advisor in Employee and Labor Relations matters. 

About the Job

A day in the life of the Employee & Labor Relations Program Manager is fun, busy, and rewarding! Here are some things you will find yourself accomplishing…

 

  • Leading and/or co-leading management’s negotiation team in mid-term and/or successor agreement negotiations with our Police and Fire labor partners, including development and implementation of negotiation strategy; identification of relevant operational issues, conducting analysis, preparing policy briefing documents, maintaining a communication strategy for obtaining input and direction and building trust and maintaining a respectful, positive, productive relationship;
  • Developing and implementing a proactive employee and labor relations outreach program to engage and build positive relationships with all employees and supervisors recognizing that historically underrepresented staff utilize HR much less, and building an engagement strategy to specifically engage underrepresented staff;
  • Providing program oversight and making recommendations to the Risk Manager and HR Director related to continuous program improvements and implementing actions;
  • Analysis of highly complex issues related to contract or policy interpretation in situations for which there may be no precedent;
  • Taking an active leadership role to operationalize equity in the employee and labor relations program and services; examples include working collaboratively with the City’s equity consultant with the goal of reducing/removing unintentional negative impacts and disparate outcomes for employees of color and other diverse backgrounds;
  • Conducting investigations regarding harassment, discrimination, retaliation, ethics, EEO complaints, and other possible policy violations, assisting in implementing recommended actions; and partnering with the City employment attorney, department director, manager/supervisor during workplace investigations;
  • Supervising, sharing knowledge and mentoring direct report(s) while serving as a resource to managers and employees;
  • Supporting the City’s culture of innovation and continuous improvement by collaborating with other HR team members and City partners to create more efficient and better outcomes for our diverse community;
  • Coaching management on investigation, corrective action, grievance, conflict resolution and arbitration processes and collaborating with the Learning & Development team to implement workshops and other training tools, resources and materials;
  • Drafting a variety of critical documents related to performance and conduct management, investigations, policies, etc.;
  • Interpreting and administering City of Hillsboro policies, federal/state/local employment laws, and collective bargaining agreements.

Demonstrated Skills:

Cultural competency, exceptional interpersonal and leadership skills, and the ability to effectively communicate and build trusting, productive relationships with stakeholders of a variety of diversity dimensions will be essential to success in this role. Experience developing workplace culture centered around equitable and inclusive outcomes, self-awareness, willingness to receive feedback, and a high degree of emotional intelligence are essential. Proven and extensive experience in contract negotiations and administration, EEO investigations, performance management, corrective action, workplace conflict resolution, mediation/arbitration, and policy interpretation is a must.

  • Conduct research, organize, and analyze information from a variety of sources and form sound recommendations based on review and findings, strategically weighing benefits and risks of proposed actions;

Advanced knowledge of:

  • HR principles and best practices of Employee and Labor Relations including investigation protocols, contract and policy administration, facilitated discussions, employee engagement strategies, performance planning – goal setting,, coaching, feedback, corrective action;
  • Applicable state, federal and labor law regulations related to HR and Employee and Labor Relations – PECBA, EEO, FMLA/OFLA, ADA, etc.;
  • Diversity, Equity, and Inclusion principles and practices;
  • Operationalizing equity in the employee and labor relations program to contribute towards a culture where all staff can bring their full selves and have a safe, welcoming workplace to thrive.

 

Acceptable Experience and Training

Bachelor’s Degree in Business Administration, Psychology, Human Resources, Public Administration or closely related field; and 5 years or more related professional experience in Human Resources including 3 years of supervisory experience. An emphasis on Employee and Labor Relations is required as is experience in one or more of the other HR functions such as recruitment and retention, classification and compensation, learning and development or Generalist, or any combination of education and experience that gives the applicants the skills/knowledge and abilities to successfully perform the job.

 

Licenses/Certifications

  • Valid Driver’s License and safe driving record.
