Finance Director

Representing public sector human resources professionals at all levels of their careers and all areas of government, from small cities and counties to large cities, counties, states and federal agencies including special districts, and educational institutions. IPMA-HR is seeking a Finance Director to establish and manage the overall finance strategy for the organization.

IPMA-HR is seeking a Finance Director who has exceptional financial acumen, administrative oversight, strategic business thinking, experience in controls and transactions and exceptional communication skills. This is a newly created position and will work closely with the Executive Director. In addition, s/he will partner with the Executive Director and the Treasurer/ Board Financial Committee to develop and implement financial systems, reporting and controls across the organization. S/he must be able to adapt to a continually evolving environment and thrive in an autonomous and deadline-oriented workplace.

The Finance Director will manage the day to day general accounting functions for the organization and provide sound strategic financial direction. The ideal candidate will be a hands-on and participative leader who enjoys overseeing finance, business planning, budgeting, and other financial functions. The Finance Director may oversee the work of up to two others. The overall budget for the organization approximately $3 million.

Major responsibilities include:

  • Establish and maintain the chart of accounts; ensure the adequacy of accounting practices, handling of funds, internal controls, and reporting to government agencies.
  • Develop and maintain financial policies and procedures for all assets tangible and intangible.
  • Financial and management reporting.
  • Cash flow, receivables, and asset management.
  • Financing and investment strategies and activities, as well as banking relationships.
  • Organizational budgeting development and monitoring, including project and event budgeting.
  • Grant management including application, tracking of grants, and financial reporting to funders.
  • Manage employee payroll and provide input on employee benefits.
  • Coordinate audits and proper filing of tax returns.

Job Requirements

Qualifications Required:

  • Hold CPA designation.
  • Bachelor’s degree in Finance or related field. MBA preferred.
  • Five to ten years related non-profit accounting, administrative and supervisory experience.
  • Non-profit membership association experience preferred.
  • Thorough knowledge of budget preparation, grants and contracts, cash flow projections and financial analysis.
  • Excellent written and oral communication skills.
  • Demonstration of leadership ability, team management, and interpersonal skills.
  • Knowledge of employee welfare and pension/retirement benefits is preferred.
  • Knowledge or experience with human resources management is preferred.
  • Experience with computer accounting systems. Knowledge of the following is preferred: Sage, Microsoft Dynamics CRM and ADP Workforce Now.


IPMA-HR was founded in 1906 and is a 501c3 association whose members work in public sector human resource management. The association’s mission is to enhance public sector performance by providing human resource leadership, advocacy, professional development, and a community of human resource professionals for the sharing of resources and ideas. The Association is focused on providing a wide range of programs, products and services in the areas of professional development, certification, research, assessments, advocacy, and communications.

There is an Executive Committee comprised of the President, President Elect and immediate Past President and an Executive Council comprised of an additional 12 members representing the various regions and membership.


IPMA-HR is a membership organization with over 10,000 HR professionals receiving some level of benefits. There are currently over 8,500 members (with approximately three-quarters being covered staff members of agency members and the remainder individual members). There are over 1,000 agency members. There are an additional 2,000 plus chapter affiliate members. All national members are also automatically part of one of four regions. These regions form a conduit of information to individual chapters and each provides a training conference annually. There are over 40 local chapters. Chapters and regions currently have their own nonprofit status independent of the national organization and maintain their own budgets. Chapters charge fees for membership and programming and each determines their own programming and service delivery model.
