What You'll Be Doing

The Wake County Department of Housing Affordability and Community Revitalization (HACR) supports the execution of programs focused on affordable housing, permanent supportive housing, and homeless and prevention services targeting low-to-moderate income households. HACR is seeking a highly motivated and knowledgeable Department Human Resource (HR) Business Consultant to partner with leadership in providing full-cycle recruiting, position classification and general human resources support.
Essential Functions:
  • Collaborate with Department Director in communicating updates in Human Resources programs, organizational changes and employee recognition events
  • Advise hiring managers regarding a broad range of policies and procedures related to talent acquisition, compensation, and benefits
  • Consult with hiring managers to develop job posting content, identify sourcing alternatives, create selection criteria, and initiate vacancy announcements 
  • Partner with central Talent Acquisition team to research and respond to recruitment-related questions
  • Perform second-level screening of qualified applications and discuss best qualified candidates with hiring managers 
  • Coordinate logistics for interview process
  • Conduct reference and background checks
  • Generate departmental salary data for management and complete salary documents required for approval 
  • Coordinate new hire departmental orientation 
  • Serve as resource regarding required documentation/forms for position reclassification requests. Enter job description information in system and maintain departmental organizational chart 
  • Direct supervisors to performance management resources and tools; refer employee relations inquiries to central Human Resources
  • Serve as departmental resource for various human resources systems (e.g., applicant tracking system, job description system, timekeeping, electronic personnel actions, etc.) 
  • Develop and maintain a tracking system to manage required training and licensing for various programs across the department
  • Perform human resources processing duties and maintain personnel files

Employment Type: Regular

Work Schedule: Monday - Friday; 8:30am - 5:15pm

Hiring Range: $55,890 - $75,460

Job Requirements

The Basics (Required Education and Experience)

  • Bachelor’s degree in Human Resources Management, Public Administration, Business Administration or related field
  • Three years of experience in human resources administration
  • Equivalent education and experience accepted

Beyond the Basics (Preferred Education and Experience)

  • Experience as an HR Business Partner or Consultant in general human resources programs
  • Experience in talent acquisition
  • Experience in classification and compensation/salary administration
  • Experience with affordable housing development or housing service programs
