Prescott is seeking a unique combination of professional Human Resources knowledge, proven record of working collaboratively with elected officials, management and staff, with a progressive program style and successful track record in accomplishing goals in a municipal government atmosphere.

 

Position Summary: The Human Resources Director works closely with City management and executive team to define and accomplish established strategic goals and objectives related to staffing (approx. 500 full time employees), training and development, benefits, compensation and employee performance management. This position plans, develops, executes and evaluates Human Resources programs, functions, operations and activities for the City of Prescott Human Resources division.

Tasks: The Human Resources Director leads a well trained, professional staff of five in the management and administration of all HR personnel functional areas including departmental budgeting, recruitment, classification, payroll entry, benefits, training and development, performance management, employee relations, leave management, and other policy compliance as required by local, state and federal regulations.

Duties include managing highly complex HR functions while interpreting and explaining HR policies, procedures and laws to managers, supervisors and staff; works closely with department heads to establish and update policies and procedures; interprets and applies the City’s Employee Handbook, makes recommendations and appropriate changes to the City’s personnel codes as needed; monitors and directs all aspects of City employment policy development to ensure compliance in close collaboration with management, department heads and legal counsel.

This position oversees and administers the City’s Classification and Compensation strategy and pay plan, prepares job descriptions and position classifications appropriate to the needs of a growing and changing City. In conjunction with City Management, develops a strategic and comprehensive performance management program and makes recommendations for merit based increases and resulting performance processes. The HR Director oversees benefit programs and acts as a trustee on the Board for Yavapai Combined Trust health insurance and associated benefits program.

 

Other duties include managing customer and/or employee relation issues and performing investigations in accordance with HR processes and procedures; supports department managers with performance improvement and corrective actions as needed; coordinates City training and development programming; responsible for maintenance, confidentiality, and legal retention of all personnel records according to Arizona State Statute. At the direction of the City Manager and Council, sponsors and/or assists with various City projects and committee participation and administration such as Veterans Initiative and Public Safety Board. Performs other related job duties as required or assigned.

 

 

Physical and Visual Ability: Sufficient to effectively and safely perform required duties and to safely operate required equipment and City vehicle as needed.

 

Hearing and Speaking Ability: Sufficient to clearly, concisely and effectively communicate in person and over the telephone.

Job Requirements

Qualifications: Education and/or experience equivalent to a Bachelor’s Degree in Human Resources, Business or Public Administration or closely related field and at least seven (7) years of practical HR management and supervisory experience; Master’s Degree in Human Resources or related field preferred; professional Human Resources certification(s) such as IPMA-CP, IPMA-SP, SHRM-CP or SCP and/or PHR or SPHR preferred; progressively responsible experience in all facets of Human Resources including public safety (police and fire) recruitment, retirement systems, classification and compensation, benefits, employee relations, rewards and events programming, organizational development and training. Public sector and extensive supervisory, collaborative and customer service based experience a must. Any equivalent combination of education, experience and training which provides the knowledge and abilities necessary to perform the essential functions of the position will be considered. 

 

Knowledges, Skills, and Other Characteristics:

 

•       Knowledge of applicable Human Resources federal, state and local laws, ordinances, statutes, regulations, rules, policies and procedures; HIPAA, Title VII, EEOC, FLSA and FMLA, etc.  

•       Knowledge of progressive public administration theories, principles and practices, including Human Resource management theories and budget administration

•       Knowledge of progressive classification and compensation systems, talent acquisition, employee relations techniques and development programs

•       Knowledge of supervisory, coaching, discipline and management methods and techniques

•       Knowledge of HRIS technology, social media recruitment and other software necessary to Human Resource management and success

•       Knowledge of full City services and diverse skill sets necessary to place employees in Public Safety roles, utilities recreation, facilities, legal, finance, sanitation airport, etc.

•       Knowledge of public safety retirement and state staff retirement systems

•       Skill in staff supervision as well as establishing and maintaining effective working relationships with elected officials, department heads, employees, other Human Resource associates, business and professional groups and citizens

•       Skill in statistical reporting, budget processes, employee demographics and employment recruitment trends

•       Skill in comprehending and analyzing organizational problems and data while discerning sound conclusions and resulting recommendations

•       Skill in utilizing public relations techniques in responding to inquiries and complaints

•       Ability to maintain confidentiality and trust

•       Ability to solve multiple complex problems with ambiguity and objectivity while maximizing resources

•       Ability to proficiently communicate with all levels of staff both verbally and in writing

•       Ability to communicate effectively for business and persuasive correspondence including training and technical purposes both orally in one-on-one and group presentation situations
