Onslow County, North Carolina seeks a Human Resources Director who will have extensive knowledge of best practices, the ability to craft and implement a vision for the County to become an employer of choice and is skillful in taking a strategic approach to implementing desired changes with County leaders. The HR Director will be part of the executive team providing leadership and oversight to develop and carry out the goals of the organization. Organization Overview: Onslow County has a commissioner/manager form of government. The County has an overall budget of approximately $215.9 million, a property tax rate of 70.5 cents per $100 of assessed valuation and $156 million in debt compared to the county’s current debt limit of $920 million. Nearly 1,250 Employees serve the citizens of Onslow County across 27 departments. About the Department and Position: The HR Director reports to the County Manager. HR duties in Onslow County are handled through a combination of centralized and a few decentralized staff in large, individual departments to carry out the functions of recruitment, compensation, employee relations, compensation, safety, and retirement. The HR Director oversees a budget of $720K with a staff of seven: 1 Deputy HR Director, 4 HR Analysts, 1 Safety Officer, and 1 Administrative Assistant. Currently, the County is in the planning and training phase of becoming a High Performance Organization (HPO). The next HR Director ideally is committed to the HPO model, exhibits the key HPO leader characteristics of goal setting, measurement, feedback, and the ability to focus on application, not merely theory.
Within the HR Department, the next HR Director must be adept at evaluating and updating existing HR programs/policies, and revising and/or developing systems that empower County departments to make sound and evidence-based HR decisions. To achieve this, the HR Director must be an assertive and excellent communicator who expects and delivers an outstanding customer-service approach. HR application at every level must be designed around the customer’s needs while maximizing creativity and reducing legal liability. Given that staff is strong in carrying out the compliance function of HR, the focus of the next HR Director will be to transform the Department into a strategic operation. The ability to conceive of solutions, plan for implementation and evaluate success against goals is essential. Qualifications: A minimum of a bachelor’s degree in Human Resources, Business, Public Administration, or related field, and five years’ progressive experience in a variety of Human Resource functional areas. Master’s degree preferred with supervisory and leadership experience in HR. HR certification (PHR, SPHR, SHRM-CP, IPMA-CP, etc.) is preferred while achieving certification within two years of employment is required.
