The City of Blue Springs, Missouri (pop. 56,000) is seeking a forward-thinking, strategic partner who engages employees at all levels of the organization to be its next Human Resource Director. The Human Resource Director will champion Blue Springs as a vibrant and equitable employer of choice. This position is responsible for planning, directing, and administering the city’s human resource functions, which include recruitment, selection, classification and salary administration, benefit administration, employee relations, safety, training, and risk management. This position supervises two Human Resource Assistants, and reports to the Assistant City Administrator.

Job Requirements

The position requires a Bachelor’s degree in Human Resources or a related field and considerable experience, including supervisory responsibility, in a comparable organization. Professional certification and/or a Master’s degree is preferred. The position requires a knowledge of personnel administration, compensation and benefits, and employment law and familiarity with collective bargaining and contract administration. Qualified candidates will demonstrate the ability to be a strategic management partner, to develop programs that attract and retain employees and to resolve employee issues. Strong oral and written communication skills and the ability to establish and maintain effective working relationships at all levels of the organization are required. Must be proficient in use of technology.

The 2019-20 pay range for this position is $75,420.80 – $113,152 with the anticipated starting salary in the low $100k range, depending on qualifications.  The City also offers a robust benefit program, including medical, dental and vision insurance and a city-funded HSA, and participation in the State of Missouri LAGERS defined benefit retirement program.  Relocation negotiable.
