Summary Objective

The work is performed under the direction of the Deputy Director of Human Resources, but extensive leeway is granted for the exercise of independent judgment and initiative. Supervision is exercised over employees in the class of HR Specialist, Health and Wellness Coordinator, and any other related staff as assigned. The nature of the work performed requires that an employee in this class establish and maintain effective working relationships with City personnel and general public. The principal duties of this class are performed in a general office environment.

Essemtial Functions

Directs and supports human resource staff, ensuring that all work is performed in a timely and accurate fashion and that area of responsibility functions smoothly.

Participates in all aspects of personnel administration with assigned employees, including providing leadership, hiring, termination, grievance procedures, and coordinating employee training.

Oversees and manages the City’s human resource training program, ensuring the program works effectively; includes developing and revising human resource training programs.

Develops training programs for management such as team building, customer service, preventing harassment programs, and other topics from time to time to comply with regulations or to meet strategic/operational goals.

Processes payroll deductions as assigned and maintains direct deposit program.

Manages short and long-term special projects for Director, such as working with senior management in developing training programs, budgeting appropriately, implementing approved decisions, and developing communication plan for employees.

Responds to questions, comments, and requests in a courteous, timely manner for all internal and external customers.

Keeps immediate supervisor and designated others fully and accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems.

Attends meetings, conferences, workshops and training sessions and reviews materials to become and remain current on the principles, practices and new developments in assigned work areas.

Communicates and coordinates regularly with others to maximize the effectiveness and efficiency of interdepartmental operations and activities.Sets up and maintains personnel files on digital file management system.

May be designated to report to work during hazardous weather or emergency conditions.

Performs related work as may be required.

Job Requirements

Minimum Qualifications

Requires a Bachelor’s degree in Human Resources Management, and 7-10 years of progressively responsible experience in a managerial role within a Human Resources Department, preferably in the public sector, or any equivalent combination of experience and training which provides the knowledge, skills and abilities necessary to perform the work.

Special Certifications and Licenses

  • Valid South Carolina Driver’s License
  • Requires one of the following professional certification designations such as, International Public Management Association for Human Resources Senior Certified Professional (IPMA-SCP), Human Resources Certification Institute Certification for Senior Professional in Human Resources (SPHR) Certification, or Society for Human Resource Management – Certified Senior Professional (SHRM-SCP).

Must pass a backgruond investigation and drug screening.

Knowledge, Skills & Abilities

Comprehensive knowledge of state and federal laws and regulations and of City personnel regulations, policies and procedures relevant to compensation and employment. Comprehensive knowledge of City personnel policies andprocedures and the City’s budgeting process. Substantial knowledge of the working mechanisms and functional capabilities of a Human Resources Information System (HRIS); with the ability to prepare reports as are  required. Comprehensive knowledge of personnel management and effective supervisory practices. Skilled in preparing and presenting a variety of accurate, reliable reports (including HRIS reports) containing findings and recommendations Ability to train, evaluate and coordinate the work of others; provide effective leadership, motivation, Ability to analyze moderate to difficult data, interpret it, and exercise mature judgement in accordance with established departmental policies and procedures in reporting it.  Ability to exercise critical thinking and to correct or propose solutions to exiting problems and to propose better and/or more efficient methods of organizing or performing tasks. Excellent communication with others, both orally and in writing, using technical and nontechnical human resource language. Ability to present information in ways that make abstract and complex concepts understandable.   Knowledge of proper English usage, punctuation, spelling and grammar for preparing written reports, writing letters, and preparing records in a concise, clear and effective manner. Understand human resource projects and perform work with speed, accuracy and attention to detail and sometimes under tight deadlines. Exercise tact, discretion and sound judgment in addressing sensitive or confidential matters in area of assigned responsibility. Ability to operate a personal computer using standard or customized software applications appropriate to assigned tasks. Thorough knowledge of Microsoft Office, Outlook, Word and Excel.  Knowledge of general personnel functions, including employee recruitment, selection, employment, testing and training, employee relations, benefits administration, payroll, etc. Knowledge of administrative, technical, organizational, clerical and interpersonal skills and can develop and maintain a positive rapport with internal and external customers. Ability to maintain and provide excellent customer service for all internal and external customers in a courteous manner and follows through with customer’s requests. Assist and offer instruction and advice to co-workers regarding City policies, methods and regulations. Ability to take the initiative to complete the duties of the position without the need of direct supervision; plan, organize and prioritize daily assignments and work activities. Demonstrates ability to complete assignments and takes personal responsibility for work and is accountable for all City equipment and property. Mathematical ability to handle required calculations. Ability to maintain confidentiality. Knowledge of how to maintain effective relationships with personnel of other departments, professionals and members of the public through contact and cooperation and ability to react calmly and quickly in emergency situations. Ability to behave consistently and presents self professionally and positively and projects confidence and composure.   Accepts responsibility for actions and doesn’t make excuses and makes decisions in the best interest of the City; work independently with excellent critical thinking,  communication, writing, organizational, interpersonal skills.
