The City of Arlington is looking for a dynamic, high-energy Human Resources professional to join the City’s team as one of the Human Resources Managers for the Human Resources department. The individual selected for this position will be a key member of the Human Resources Management team and will be responsible for building trusted partnerships with leaders at multiple levels and being a positive influence that can transform the City’s initiatives and into real results.
Assists in the management of all department services and activities including the development and implementation of departmental goals, objectives, policies, priorities and managing and directing comprehensive Human Resources programs. Assists in the planning, directing, managing, and overseeing the activities and operations of the Human Resources Department related to consultative human resource and employee relations issues and/or organizational development programs. Coordinates assigned activities with other departments and outside agencies and provides administrative support to the Human Resources Director.
ESSENTIAL JOB FUNCTIONS:
Ability to manage, plan and direct the programs and activities specifically related to key functional areas which include but are not limited to consultative services for human resource related issues to all City departments such as employee relations, position classification, employment law and regulatory compliance, leave and transition administration, recruitment and selection, and alternative staffing and/or employee training and development, compensation, educational assistance, employee engagement initiatives, volunteer activities and new employee orientation.
Provide direct oversight and support to the City’s progressive discipline process, to include related areas such as grievances, investigations and the appeals process, both for Civil and non-Civil Service employees. Liaise with City Attorney’s Office and related departments for discipline, arbitrations, mediation and employment law-related issues and/ or the ability to research, plan, design and facilitate organizational and department/division curriculum to provide in-house development focused on a variety of subjects addressing leadership competencies and organizational values. Ability to interact with external training consultants to identify course objectives and content to meet development needs of staff and effective solutions to workforce issues.
Ability to research, plan and implement strategic organizational programs and initiatives by identifying Human Resource-related issues and trends through coordination with internal and external resources. Ability provide consultative services to assigned City departments and assist with the hiring and selection process to include executive recruiting. Ability to provide comprehensive projections, analytics and recommendations related to compensation programs and initiatives through exhaustive market analyses, interrelated trends, quantitative methodologies and HRIS reporting tools.
Recruit, select, train, supervise, evaluate, motivate and support members of the Human Resources team to provide oversight for Human Resources programs to include, but not limited to, personnel policies and procedures, employee relations, position classification, employment law and regulatory compliance, leave and transition administration, recruitment and selection, and alternative staffing and/or the City’s volunteer program, internships, employee engagement initiatives, performance management, and educational assistance programs.. Oversight includes maintenance/modification of associated program designs and functions, as well as assuring compliance with City, State and Federal policies and regulations.
Ability to function as department head in absence of the Human Resources Director.
Ability to oversee and participate in performing market cost/benefit analysis; prepares and reviews request for proposals (RFPs), and maintain selected vendor relationships ensuring contract compliance and quality services to include the preparation and presentation of staff reports and other necessary documentation.
Ability to participate in the development and administration of the department budget.
Ability to effectively respond to and resolve citizen inquiries and complaints.
