Performs complex professional and administrative work in the planning, administration and management of human resources activities.  Work performed may cross all functional lines of HR, and may have a specific focus in one or more areas.  The functional areas include compensation and classification, benefit administration, compliance, employee relations, staffing and recruitment, HRIS, training and organizational development.  Exercises considerable independent judgement in developing and implementing objectives.  Works at a high level of interaction with employees, managers and third-parties.  Limited supervision and policy direction and guidance.  The functions listed below are illustrative of the type of work performed and are not intended to be inclusive.

  • Responsible for management and delivery of HR services for area(s) assigned.
  • Designs, plans and implements programs, policies and procedures related to assigned area.
  • Makes recommendations and assists in development of strategies for performance management, employee communications, compliance requirements, training and other human resource functions to support County and departmental goals and objectives.
  • Complies with federal, state and local legal requirements by studying existing and new employment legislation. Enforces adherence to requirements.  Advises management of and make recommendations for needed action. 
  • Works in collaboration with HR staff to provide direct service, advice and counsel to employees and managers.
  • May be assigned responsibility for administration of all benefit programs such as health, dental, vision, life insurance, wellness, retirement, deferred compensation, flexible spending and other plans to include:
    • Ensures accuracy of automated benefit enrollment/changes in HRIS system. Coordinates transfer of data between HR and Payroll systems and external vendors, troubleshoots and resolves errors.
    • Manages open enrollment period to include plan changes, system updates and employee communication.
    • Prepares and disseminates regular communications to increase employee knowledge and understanding of benefit programs, procedures and/or changes.
    • Studies employee benefit trends and developments and recommends plan changes to improve competitiveness, innovation or cost.
    • Reconciles monthly invoices and ensures timely payment; completes annual ACA reporting requirements.
  • May be assigned responsibility for administration of the compensation and classification system to include:
    • Conducts regular compensation surveys. Analyzes results and recommends changes to pay grade or salary movement to ensure County maintains competitive position recruiting and retaining talent.
    • Reviews reclassification requests. Performs job analysis.  Evaluates request in relation to internal/external data.  Makes recommendation for proper grading and FLSA exemption.
    • Maintains County Classification plan and supporting documentation to include job descriptions.
    • Ensures HRIS system is setup accurately and timely and properly reflects all changes to the compensation and classification plan.
    • Coordinates, prepares and presents employee training and development opportunities.
    • Assists with recruitment and staffing of County departments.
    • Assists in management of workforce planning, develops and contributes to retention, attraction and motivation strategies.
    • Provides statistical reporting and analysis of HR Metrics in order to make recommendations regarding workforce planning. Prepares for submission mandated reporting such as EEO.
    • Effectively communicates various subjects via group presentation, development of visual or written materials, website updates or group facilitation.
    • Serves in an advisory capacity, supports and replaces other staff members as needed within the department.
    • Completes special projects and/or other duties as assigned.

Job Requirements


Required: Bachelor’s degree from an accredited college or university, preferably in human resources administration, industrial psychology, business management or public administration or related field.


Required: Five to seven years progressively responsible Human Resources work experience with concentration in compensation, benefits, employee relations, compliance

Preferred:  Progressively responsible experience in the public sector

Certifications/ Licenses


Required: Valid Virginia driver’s license with good driving record.


Knowledge, Skills and Abilities

▪      Considerable knowledge of the accepted principles and practices of human resources management

▪      Mastery interpreting federal, state and local laws relevant to compensation, benefit and labor law.

▪      Advanced knowledge of Microsoft Office Suite

▪      Excellent statistical or math aptitude, written and oral communication, research and analytical skills.

▪      Detailed oriented, organized and able to work independently, compile data into for reporting and presentations.
