Collinsville, IL (population 25,838).  The City of Collinsville is seeking an energetic, innovative, and motivated individual to join its dynamic and talented executive team as the Human Resources Manager.  The City of Collinsville is a full-service municipality located 12 miles east of St. Louis.   Its residents enjoy the lifestyle of a safe, affordable, and family-oriented community while being just minutes away from the urban amenities of a world class metropolitan area.  Collinsville is known for its midwestern friendliness, its outstanding schools, its beautiful park system, its convention and events center, and its thriving local economy.

The City of Collinsville is a home-rule municipality that operates under the Council-Manager form of government. As such, the HR Manager reports directly to the City Manager.  The City’s financial condition is strong, and the organization is well-served by stable and consistent political and administrative leadership.  The leadership and management culture can be characterized as forward-leaning, strategic, professional, ethical, business minded, and family-oriented.

The Human Resources Manager develops, coordinates, and oversees a myriad of personnel policies, procedures, programs, and practices pertaining to the municipal workforce which consists of 201 full-time, 58 part-time, and 150 seasonal employees. The HR Manager is supported by a full-time Human Resources Assistant.

Job Requirements

The primary duties of the Human Resources Manager include:

  • Compensation program administration
  • Benefits management
  • Hiring practices and procedures
  • Labor relations including collective bargaining and contract administration
  • Insurance administration
  • Workers comp administration and employee safety
  • Payroll processing and administration

The HR Manager is considered an integral part of the executive leadership management team. He/she will be asked to actively participate in key decisions regarding the operation and direction of the municipal organization. 

The following are key qualifications and skills that the City is seeking in its new Human Resources Manager:

  • A strong background in human resource management/administration, preferably with direct experience in a public sector organization
  • A passion for public service and a demonstrated ability to work effectively in a fast-paced environment
  • Ability to effectively communicate, both verbally and in writing, complex information to a wide variety of audiences
  • A working knowledge of various labor relations activities including collective bargaining experience preferably with public sector labor units
  • A forward-looking perspective, with the ability to anticipate future problems and formulate effective solutions
  • A strategic and entrepreneurial mindset with a demonstrated willingness to pursue new and creative methods that result in improved efficiency and enhanced customer service.
  • A respected leader and strong supervisor that will encourage and nurture staff growth and development
  • A trusted and discreet advisor who will provide sound and responsible input to the City Manager, serve as a confidant to other leadership team members, and who can guide and advise employees in a confidential and responsible manner that is consistent with the values and goals of the organization 

The most attractive candidates for this position will possess the following minimum qualifications:

  • At least seven (7) years of progressively responsible human resource management experience with a preference for some direct experience with a municipality
  • A Bachelor’s Degree in human resource management, public administration, or some other closely related field of study. A Master’s Degree in a relevant field will be preferred.

The starting salary range for this position is $80,000 to $87,00 DOQ/E.  The City also offers an outstanding fringe benefits package.  Residency within the City of Collinsville is not required. The City is an Equal Opportunity Employer.
