The City of Baldwin Park is seeking a proactive, enthusiastic and dedicated professional to plan, manage and direct the programs and activities of the Human Resources/Risk Management Department. This position is a key member of the City’s Executive Team and shall serve at the pleasure of the City Council and report directly to the Chief Executive Officer.

Under the general direction of the Chief Executive Officer, the ideal candidate will possess outstanding administrative and leadership strengths to effectively guide and advise City management in all important areas of human resources, and give priority to  programs and initiatives that will create a healthy work environment; enhance employee engagement and morale; maximize employee potential; and increase productivity within the organization.  Moreover, the ideal candidate will have experience in several areas of human resources including but not limited to: employee relations, classification and compensation administration, labor relations, recruitment and selection, training, and employee productivity and retention programs. The candidate will function as a leader and change agent, having the ability to influence collaboration and innovative problem solving to achieve organizational outcomes; possess the competencies to implement organizational best practices and fulfill Equal Employment Opportunity laws, diversity and inclusion, and other state and federal legislation; and implement various human resources policies and procedures.

Primary Responsibility

Under general direction, the primary functions of the Human Resources/Risk Manager may include, but are not limited to, the following:  Plans, manages and oversees all Human Resources/Risk Management Department  functions, programs and operations including labor relations and general oversight of the labor management committee (LMC), safety and risk management, workers compensation and liability programs, employee relations, benefits administration, classification, compensation, recruitment and selection, productivity improvement, and employee development programs and activities. Consults with and advises the Chief Executive Officer, department directors and  division managers on personnel and risk management matters.  Coordinates and administers the workers compensation and liability claims management activities and other risk management programs; and recommends approval of new programs, policies, goals and objectives to conform with organizational best practices and state and federal guidelines. Consults with and advises City staff and other interested individuals on interpretation and application of policies, procedures, organizational staffing, engages in creative problem solving, provides guidance and assistance on personnel issues and disciplinary actions;  assists management and supervisory staff with policy issues and documentation related to disciplinary processes and actions; counsels and coaches employees and management staff.  Oversees the payroll interface between the Human Resources Department and the Department of Finance, and performs related duties as assigned.

Job Requirements


At least five (5) years of progressively responsible experience performing multiple phases of human resources and risk management programs preferably in a public sector environment.

At least three (3) years of supervisory and mid-level management experience preferably within a government agency.

Possess a Bachelor’s Degree in Business or Public Administration or closely related field.

Master’s Degree is desirable.

IPMA Certified Professional (CP) or Senior Certified Professional Certificate (SCP) and/or SHRM certificate is desirable.
