On the beautiful Santa Barbara South Coast, the CITY OF GOLETA is seeking a Human Resources- Risk Manager. This position manages all Human Resources and Risk Management functions for a City with 120 employees and supervises the division's staff. This position is a key member of the City Manager Department team and reports to the Assistant City Manager. The City offers a hybrid in-office/remote workplace, 9/80 scheduling, a generous benefit package, and a caring workplace culture.

Description: The purpose of this position is to manage the City’s Human Resources and Risk Management division of the City Manager Department. The Human Resources/Risk Manager reports to the Assistant City Manager and is responsible for planning, organizing, and administering human resources and risk management programs including recruitment and selection, compensation and benefits, employer/employee relations, equal employment opportunity/diversity, equity and inclusion, employee and organizational development, workers compensation, employee safety, liability and insurance programs, human resources and risk management records, human resources and risk management policies and procedures.  Supervises assigned personnel and certain administrative support functions and plans and administers the division budget. The Human Resources/Risk Manager also serves as the City’s Personnel Officer and Safety Officer.

Job Requirements

Education:  Graduation from an accredited college or university with a Bachelor’s degree, major course work in human resource management, risk management, public administration, business administration, or a related field.

Experience:  Five years of increasingly responsible professional human resources experience, including two years of supervisory experience. Public agency experience is desirable.  A master's degree is preferred.

The City of Goleta is a high perfoming team.  Incumbents must be able to competently execute the full range of professional human resource and risk duties as assigned, work independently and as a team member and leader, and apply well developed human resource and risk management knowledge to tasks of routine, moderate and high complexity. Incumbents must exercise critical judgment, and must possess excellent administrative, leadership, and people skills.
