Human Resources supports the unique needs of all City departments through recruitments, employee orientation and trainings, performance management, employee relations, classification and compensation, and policy development. Our HR Technicians are key to these efforts, serving as a primary point of contact and actively engaging with our employees in support of their well-being. Rooted in empathy and dedicated to solutions, we are a team providing excellent customer service to City of Fairfield employees and our local communities. We're looking for someone with excellent customer service skills who is resourceful, enjoys working on a variety of tasks, and is comfortable working in a fast paced environment with frequent interruptions and shifting priorities. Public sector work experience with represented employees and prior human resources experience is highly desirable!

DISTINGUISHING CHARACTERISTICS
Human Resources Technician I: This is the entry level class in the Human Resources Technician series. This class performs the more routine tasks and duties assigned to positions within this series and are not expected to perform with the same independence of direction and judgment on matters allocated to the HR Technician II classification.
Human Resources Technician II: This is the journey level class within the Human Resources Technician series. This class is distinguished from the Human Resources Technician I by the assignment of the full range of duties. Employees at this level receive instruction or assistance as new or unusual situations arise.

EXAMPLES OF DUTIES - Depending on area(s) of assignment, duties may include, but are not limited to, the following:
Recruitment/Selection
- Prepare job announcements and review applications for employment to determine eligibility.
- Respond to questions and inquiries from applicants as to the status of their applications.
- Administer written examinations for City employment as assigned.
- Coordinate and establish oral interview boards.
Training & Organizational Development
- Provide administrative support in coordinating and scheduling City-wide or department specific training programs, including set-up of training facilities
Benefits and Employee Transactions
- Conduct new employee orientations and process new hire paperwork.
- Support various employee benefit programs.
- Interact with benefit plan providers and employees to resolve coverage and claims issues.
- Support open enrollment activities.
- Respond to surveys from other agencies regarding City classification structure, and salary and benefit practices.
- Review payroll changes related to pay and benefits.
- Conduct reconciliation for employee/retiree benefit billing.
Workers' Compensation and Safety
- Process workers' compensation claims.
- Review and maintain Department of Transportation random drug testing schedule and testing process.
Duties Related to All Areas of Assignment
- Maintain a variety of personnel records and files.
- Coordinate and participate in a variety of special event activities and employee programs.
- Perform related duties as assigned.
DESIRABLE QUALIFICATIONS
Knowledge of:
- Principles, practices, methods, and techniques used in Human Resources administration.
- Correct English usage, spelling, grammar, and punctuation.
- Employment recruiting and examination techniques and procedures.
- Record keeping principles and procedures.
- Basic mathematics and data collection.
- Word Processing and Spreadsheet software applications.
Ability to:
- Process confidential information in a professional manner.
- Type at a speed necessary for adequate job performance.
- Work cooperatively with other departments, outside agencies, and the general public.
- Establish and maintain financial records; make routine mathematical computations.
- Communicate effectively, orally and in writing.
Job Requirements
Human Resources Technician I
Education:
- Equivalent to the completion of the twelfth grade is required.
- College-level course work in Human Resources, business or public administration is preferred.
Experience:
- 3 years of increasingly responsible administrative experience is required.
- A Bachelor’s degree may substitute for up to 2 years of the required experience for the Human Resources Technician I.
License and/or Certificate:
- Possession of a valid Class C California Driver's License is required.
- Possession of a valid equivalent is acceptable during the application process.
Human Resources Technician II
Education:
- Equivalent to the completion of the twelfth grade is required.
- College-level course work in Human Resources, business or public administration is preferred.
Experience:
- Equivalent to 2 years' experience at the Human Resources Technician I level.
License and/or Certificate:
- Possession of a valid Class C California Driver's License is required.
- Possession of a valid equivalent is acceptable during the application process.
