The county government is a constitutional body and is granted specific powers by the Constitution of Indiana and the Indiana Code. 

County Council: The County Council is the legislative of the county government and controls all the spending and revenue collection of the county.  Representatives are elected from 7 county districts and serve four-year terms.  The council is responsible for setting salaries, the annual budget and special spending.  The council also has limited authority to impose local taxes, in the form of an income and property tax that is subject to state level approval, excise taxes and services taxes. 

Board of Commissioners:  The executive body of the county is the three-member Board of Commissioners.  The commissioners are elected from 3 county districts, in staggered terms and each serves a four-year term.  One of the commissioners, typically the most senior, serves as president.  The Board of County Commissioners serves as the executive and administrative authority for the county. The commissioners are charged with executing the acts legislated by the County Council, collecting revenue, and managing the day-to-day functions of the County government.

Job Requirements

The Human Resources Director is appointed by the three-member Board of Commissions and serves as a key member of the management team for the commissioners. Ideal candidates will: 

  • Have expertise in personnel management, ability to monitor and advance complex internal and external interrelationships and provide oversight and direction on uniform personnel policies.
  • Possess a bachelor’s degree in human resources, business, public administration or related field with 7 to ten years’ experience of as a human resources generalist.
  • The candidate will have the ability to provide innovative training instruction for various occupations within the county and monitor legislative-required training for all departments of the county.
