POSITION DESCRIPTION:
This is a full-time, Safety Sensitive, and permanent position within Employment Services and Employee Development, a division within the Office of Personnel. 

This is responsible professional personnel management work in Employment and Employee Development.

NATURE AND VARIETY OF WORK

Work involves performing a variety of tasks and activities for the County Personnel Office. Work includes participation in developing and implementing personnel policies and practices, and working with county departments on personnel matters. Lead level may be assigned over work of professional and clerical employees. Work is performed with considerable independence within established policies, procedures, and regulations and is reviewed and evaluated by a Senior Personnel Analyst or Personnel Officer.
EXAMPLES OF DUTIES AND KNOWLEDGE, SKILLS AND ABILITIES:

Participates in a wide variety of personnel matters such as staffing, training, new employee orientation, and related programs.

Interprets County Charter, Code, administrative procedures, personnel policies and regulations, and contracts from departmental officials, employees, and the public.

Participates in developing and implementing new and revised personnel policies and procedures; plans and oversees program in current maintenance of classification and pay plans; compiles statistics; conducts surveys; and costs proposed changes in pay. 

Attends meetings of the Personnel Board; and assists board members as requested.

Performs higher level duties as required.

Performs related work as required.

KNOWLEDGE, SKILLS, AND ABILITIES

Thorough knowledge of the principles and practices of modern personnel management, with special reference to the area of assignment.

Thorough knowledge of the rules and regulations of the merit system.

Ability to plan, organize and supervise various complex personnel programs and functions.

Ability to plan, assign, and supervise the work of a staff of clerical employees.

Ability to establish and maintain effective work relations with county officials, departmental representatives, other employees, and the public.

Ability to communicate effectively, orally and in writing.

Job Requirements

MINIMUM QUALIFICATIONS:
Graduation from an accredited four-year college or university with major work in public or business administration, the social sciences, or a related field, supplemented by graduate study related to public personnel administration; and two (2) or more years professional experience in the field of personnel administration.
SUPPLEMENTAL QUALIFICATIONS:
Preference will be given to applicants with the following:
1) Four (4) or more years of public sector recruitment experience to include Public Safety.
2) Four (4) or more years of large scale recruitment experience.
3) Hands on experience independently managing multiple programs in the area of employee development. 
4) Advanced level of statistical analysis experience.
5) Experience developing policies and procedures.
6) Advanced level computer skills.
7) Experience managing and administering employment tests.
8) Experience in the interpretation and application of multiple union contracts.
9) Must be able to work required weekday evenings and Saturdays to accommodate public safety testing.

NOTES: 
This is a safety sensitive position and employees in this position are subject to Controlled Dangerous Substance (CDS) and Alcohol testing.

This position requires some evening and weekend hours.
