PERSONNEL ASSESSMENT MANAGER

Salary Range:  $68,070 - $108,820

Hiring Range:  $68,070 - $85,010 (In accordance with Personnel Board Rule 5.2(a), at the discretion of the Appointing Authority, an applicant may be appointed up to the mid-range of the pay plan for professional and technical positions).

Mobile County Personnel Board staff recruits applicants, develops and administers examinations, and creates eligible lists for the Mobile County Merit System, which encompasses 22 local government agencies, 890 job classifications, and approximately 5,000 employees in Mobile County, Alabama.  In 2018, we received 18,000 applications from candidates across the nation. 

Within our department, we are a staff of approximately 30 employees who perform a variety of responsibilities for the Mobile County Merit System.  We review and evaluate applications, develop and administer a variety of examinations, and we review and audit payrolls for each of our jurisdictions.  We strive to provide optimum customer service to our applicants, jurisdictions, and Merit System employees.  The Personnel Assessment Manager will supervise 6-10 staff members engaged in personnel assessment and testing, creation of eligible lists, records management, and other activities.

Job Requirements

Minimum Qualification Requirements:  Bachelor’s degree in industrial/organizational psychology, business administration, public administration, or closely related field, preferably supplemented by a master’s degree in industrial/organizational psychology, and a minimum of five years supervisory experience in the design, development, and validation of pre-employment and promotional testing and selection instruments; or a combination of education, training and experience equivalent to these requirements.
