In this role, you will have an impact on Metro's growth while leading a dynamic team of recruitment professionals filling a diverse array of positions -- from accountants, planners and project managers to animal keepers, park rangers, recycling specialists, theater ushers and more. With a new Council President and new leadership in several departments, including a new HR Director, we are open to new ideas and focused on improvement, all with an eye toward increasing diversity, equity and inclusion in our hiring, employment and service delivery practices. 
 
As Metro's next Recruitment Manager, you will play a key role in developing and implementing a forward-focused strategy for the recruitment team and the HR department as a whole. In addition, you have demonstrated success in developing community partnerships and enhancing outreach to communities of color and other historically underrepresented communities.
 
During this time of ambitious change and transition in Metro's HR department, you will lead efforts to research, develop and implement best practices for recruitment; develop a plan to utilize social media to advance Metro's talent acquisition strategy; develop and implement a compelling recruitment brand that positions Metro as an Employer of Choice; and collaborate on the development and management of a robust onboarding program for new hires.

Essential Job Duties

  • Performs strategic planning, implementation and effective management of the recruitment and selection program. Supervises, trains, develops and manages professional staff.
  • Develops and recommends policies and procedures related to program areas that uphold Metro's values and the agency's Strategic Plan to Advance Racial Equity, Diversity and Inclusion.
  • Designs recruitment and outreach strategies and goals, ensures successful execution of plans, prepares program data and evaluates program effectiveness. Researches and implements best practices for recruitment.
  • Develops and implements a plan to utilize social media for Metro's talent acquisition strategy.
  • Develops a compelling recruitment brand that communicates Metro's position as an Employer of Choice.
  • Develops and oversees a robust onboarding program for new hires.
  • Works as a member of the HR leadership team to build a collaborative and high-performing HR Department.
  • Collaborates with Metro's Equity, Diversity and Inclusion Office to recruit a diverse workforce and enhances cultural competencies in Metro's recruitment, retention, and learning outcomes. Exemplifies best practices for inclusion, equity and diversity in all aspects of recruitment and selection.
  • Works closely with other areas of HR, including HRIS, employee engagement and total compensation, ensuring coordination with overall HR mission and goals.
  • Leads executive-level recruitments and oversees and directs the work of staff for all other recruitments to ensure compliance with regulations and policies.
  • Develops and implements annual division budgets. Oversees controls to ensure expenditures are within limits authorized through the budget.

Minimum Requirements

 

  • Bachelor's degree in Human Resources or a related field; AND
  • At least five years of experience leading or supervising staff; AND
  • At least two years of project management experience in recruitment/selection; OR
  • Any combination of experience and education that provides the necessary skills, knowledge and ability to perform assigned tasks.


Preferred qualifications:

  • At least three to five years of direct recruitment/talent acquisition experience. (Five or more years highly preferred.)
  • Public sector recruitment experience.

 
Knowledge, skills and abilities

  • Knowledge of recruitment and selection best practices, including effective outreach to diverse applicant sources
  • Knowledge of practices and principles of human resources management
  • Knowledge of program/project planning, budget preparation and expenditure control and management
  • Skill to analyze human resources situations and make sound business recommendations
  • Skill to coordinate program activities with multiple stakeholders, including other areas of Human Resources
  • Skill to prepare clear and concise reports, correspondence and other documents
  • Skill to identify trends, challenges and recommend/implement necessary changes to respective program areas
  • Ability to plan and carry out effective outreach efforts and to build strong relationships with community partners
  • Ability to use sound judgment and assess all dimensions of an issue for fiscal, legal and people impact
