Reporting directly to the HR Director, the Sr. Benefits Specialist serves as the subject matter expert on benefit programs including medical, dental, vision, COBRA, life, short-term disability, long-term disability, flexible spending accounts, wellness, 401(a) and 457plans, and workers compensation. Provides a high-level of customer service, ensuring accurate, timely and compliant program administration, evaluating program/vendor performance and recommending process and other improvements, and developing and delivering necessary benefit-related education and communication to employees, and internal and external business partners.

Serves as primary contact for all employee benefits vendors and employees regarding questions and issues.  Responds to and resolve escalated benefits issues.

Conducts regular analysis of programs and plans relative to costs, the competitive market, and value to the organization and employees. Recommends and implements approved changes in policies and procedures that improve the quality, value, efficiency, participation rates, and customer experience in the delivery and administration of benefits.

Participates in the design of new benefit programs, policies, practices and the corresponding updating of Plan documents and other program materials. Conducts research, data analysis, and costing projections.  Plans, develops, and directs the communication and implementation strategy for new and existing benefit programs.

Administers the County’s leave of absence programs including Workers Compensation, FMLA, military and personal leaves of absence.

Manages annual open enrollment process and new hire orientation program.  Ensures employee benefits information is entered accurately and timely into HRIS system and communicated to Finance and vendors.

Job Requirements

Knowledge of benefits-related Federal, State, and local regulatory and compliance laws, e.g. PPACA, FMLA, ADA, CFRA, HIPAA, COBRA, etc.

Experience with HRIS systems; strong Microsoft Suite skills, especially Excel.

A Bachelor's degree in Human Resources, Business Administration or related field, with 5 years of benefits focused experience in organizations of 150 employees: or equivalent combination of education and experience.
