The Senior Human Resources Associate’s primary responsibilities will be the successful administration of the System’s employee benefits which includes health insurance, fringe benefits, COBRAFMLA and the ACA. The appointed candidate will serve as the point of contact for employees and retirees who have questions regarding their benefits, as well as the liaison between the System and various outside points of contact including plan administrators and control agencies such as Civil Service and the Office of the State Comptroller. Additionally, the Senior Human Resources Associate will share the responsibility of the bi-weekly employee payroll. The ability to multi-task and manage multiple priorities in a fast paced environment is essential. The Senior Human Resources Associate will be responsible for, but not limited to, the following duties:
• Administer health, dental, and vision benefits, including retiree health benefits
• Administer FMLA and COBRA benefits
• Administer the flexible spending benefit
• Oversee bi-weekly payroll/time and attendance process
• Organize and oversee the annual open enrollment period
• Reconcile monthly health insurance, dental and vision bills
• Perform transactions in NYBEAS, PeopleSoft and vendor portals
• Gather and prepare data for ACA reporting
• Research industry trends and make recommendations for benefit plan changes
• Review and update HR benefits policies and procedures
• Serve as lead subject matter expert and tester for technological updates and improvements (i.e. Benefits Administration module in PeopleSoft)
• Answer questions from employees and retirees regarding their benefits
• Manage monthly pension deductions for retirees
• Correspond with outside vendors, plan administrators, and regulatory agencies including the Department of Civil Service and the Office of the State Comptroller
• Supervise HR Benefits staff

This position is “Confidential” and does not come under the jurisdiction of the Department of Civil Service. New appointees to confidential positions must serve a one year probationary period. If you are currently employed by NYSTRS in a confidential or negotiating unit position, you will be granted a leave without pay from your current position while you are serving the probationary period. Upon successful completion of the probationary period, the hold on your current position will be discontinued and you will no longer have any rights under Civil Service Law.

Job Requirements

Minimum Qualifications:

• Associate’s Degree;
AND
• Five years of experience in a human resources position in which the primary responsibilities were the oversight and administration of employee benefits, including open enrollment, FMLA, and COBRA;
AND
• Two years of direct staff supervision;
OR
• Seven years of experience in a human resources position in which the primary responsibilities were the oversight and administration of employee benefits, including open enrollment, FMLA, and COBRA;
AND
• Three years of direct staff supervision

Preferred Qualifications:

• Experience researching, interpreting and applying rules and law in support of employee benefits compliance
• Experience conducting research and assessment for contract negotiations of employee benefits in the collective bargaining process
• Experience with NYS Civil Service Systems including NYBEAS
• Experience administering payroll and time and attendance
• Exceptional organizational skills
• Ability to analyze and problem solve
• Proficient in Word and Excel
• Willingness to take initiative
• Commitment to providing exceptional customer service
• Excellent written and oral communication skills
• Excellent interpersonal skills
