Under the general direction of the Human Resources Manager, the incumbent will plan, assign and review the work of Human Resources Analysts and support staff; confer with Management regarding the impact of laws, policies, and procedures on Districts' selection processes and position classification projects; serve as a liaison with managers to facilitate selection processes and classification studies; review personnel requisitions and various types of selection forms; administer and recommend salary placement for internal selections and new hires; assess criminal records, DMV records and reference checks to protect the Districts' interests and ensure legal compliance; ensure compliance with new regulations and legislation related to employment and classification; prepare and conduct supervisory training and management meetings involving staffing, recruitment, selection and job classification activities; make recommendations for changes to improve existing standards and procedures; generate or assist other departments with creative solutions to recruitment issues; review and approve changes to the Table of Organization and information on the Employment Services web page; drive to various locations to attend meetings; review and respond to grievances pertaining to recruitment, selection, classification and compensation; coordinate the activities relating to facility closures and openings; develop and/or review new classifications and associated salary ranges; gather and analyze data in support of negotiations activities; maintain position tracking to analyze staffing trends; may personally work on sensitive promotional procedures.
Candidates must possess:
A valid California Class C driver license -AND- A bachelor's degree or higher in business, psychology or other directly-related major from an accredited college or university plus two years of experience as a Human Resources Analyst with the Sanitation Districts of Los Angeles County - OR- A bachelor's degree in any major plus three years with the Sanitation Districts of Los Angeles County as a Human Resources Analyst -OR- A bachelor's degree in a related major from an accredited college or university plus any combination of directly-related advanced degree curriculum and professional-level experience in the related human resources function(s) equivalent to four years.
Strong knowledge of and experience with NEOGOV and its reporting functionality; an advanced degree in public administration, business administration, or organizational psychology, or professional human resources certification (e.g. IPMA-CP, SHRM-CP, SHRM-SCP, etc.); experience utilizing Oracle EBS.
